Probably my personal favorite Powers film. Instead of being a straight up spoof of James Bond, this sequel instead chooses to be it's own, goofy thing. While a good number of the jokes don't work, the ones that do are hilarious.
Heather Graham is also super hawt here, although she's not a very good actress. While I LOVED Fat Bastard when I was younger, I find him annoying now (his baby eating schtick never gets old though).
Dr. Evil and Austin are exactly as we remember them and are just as good as they were in the original (Austin isn't as annoying here). Easily the best part of this film is the addition of Verne Troyer as Mini Me.
I can't say this is a great film, but it is certainly enjoyable and pretty funny at the best of times.
