What a strange movie. I really think this film has an identity crisis; it doesn't know if it wants to be a serious examination of the law and its flaws, or if it wants to be an out-and-out satire. In any case, there's no doubt that the acting is generally very good, and Pacino's final monologue does pack a punch.
