Part of the reason for the low score is that it doesn't really make sense. Christian Bale is supposed to be a likable (i.e. darkly humorous) psychopath. In realty, he's not likable. And there's not much of a plot.
And whatever 'satire' was in the novel doesn't shine out in the film. In fact, I was horribly disappointed by every aspect of this film.
