This should have been a great movie: the cast is impressive and the material -politics, idealism or demagogy, corruption- was also promising. But it doesn't work. The mixing of politics and melodramatical stuff on the plot goes nowhere and makes the movie boring and bland.
Even worse, makes the political plot a bit ridiculous, like Penn's overacting role of a populist governor, because they are just an amount of speeches. And the dramatical stuff is simply pointless.
The result is a very weak film. A shame to waste all this potential.
