It's hard to pinpoint exactly why this film doesn't work. Maybe it has something to do with Moore's advancing age (he was 58 when he shot this and looks frail, tired and uninspired by the material) coupled with predictable, derivative action scenes.
Tanya Roberts is also one of the most forgettable Bond girls of the series, which does nothing to help matters. At least Christopher Walken and Grace Jones are on hand to chew some scenery.
