The now heavily dated (terrible music and pictures of the then commandeering chief Bill Clinton on every set) naval crime drama is run of the mill and extremely conventional until the last dying moments of the film when the infamous quote is ushered and thereby turns a 3 star film into one of the most climatic and unique drama moments on film.
