To be fair to the guys, the writing is pretty much on par with the show in its good years and they do an excellent job of realising a cartoon world in live-action -especially the casting choices (for the most part). The problem just seems to be that writing styles don't translate. Things that work in a 10 minute Saturday morning cartoon don't work in live-action. Part of this is probably due to the timing of actions not being the same. Part of it is probably due to cartoons with silly voices getting away with that sort of dialogue. Part of it is probably due to how animation allows for the scope to do anything, whereas a simple "idea lightbulb" appearing above someone's head in live-action looks cheap and tacky. Who knows?
All I can say is that this is bad. I haven't seen beyond the 4th season of the show or so, but from what I have seen, this is easily the worst thing with The Fairly OddParents name attached.
It gets extra curiosity points for Larry David's wife in Curb Your Enthusiasm playing Wanda when she turns into a human briefly (presumably so that they could put her name in the cast list) along with Cosmo -the two of them don't even attempt voices.
Anyway. Yes. Terrible, but an interesting watch to demonstrate how you have to write differently from medium-to-medium.
