If you were to look up "overblown" in the dictionary, you should probably find a description of this infamous flop, one of the very few true failures of Steven Spielberg, which was made at a time when he could seemingly do no wrong (considering the films surrounding like this one are "Jaws", "Close Encounters of the Third Kind", "Raiders of the Lost Ark" and "E.
T."!). There's no shortage of spectacle and it's got one of the most impressive casts ever assembled for a movie, but almost none of the actors are used to their full potential since unlike most other Spielberg films, the visual effects and the setpieces totally overwhelm the characers.
This is probably best compared to the sixties comedy version of "Casino Royale", which assumes that scenes of dozens of people running around frantically is the height of hilarity.
