If there's one thing you can say about Herzog it is at least that he's always interesting. This movie mostly feels like an episode of Twin Peaks and it has what Michael Shannon does best (as it seems like this is the only type of role that he's cast in), which is playing a crazy guy.
The movie really isn't that interesting, but with Herzog behind it the seemingly uninteresting becomes slightly more so.
