I liked it, but then again I like Hugo Chavez. The film's approach to Chavez is rather one-sided.
Aside from that, it does reveal a lot of facts about the US' crimes in Latin America and its hypocrisy when it comes to terrorism (it has run its own training camps for Latin American terrorists and corrupt regimes).
