Somehow this film about the bureaucracy, semantics, and legalism of everyday policing, which climaxes in a search through the dictionary, isn't boring. It's a nice change to see a film depicting police officers not as heroes, villains, or anti-heroes, but rather as the agents/enforcers of the state/structure/system/establishment that they typically are (notwithstanding the protagonist's crisis of conscience).
My criminal law professor told us that a (by-the-book) police officer with a copy of the Criminal Code is a dangerous thing, and this film ultimately confirms it.
