As Fred said at the beginning, The Follies was never about story, it was about the era in which it takes place. the 1940s was a much different time than 1907, and I think Ziegfeld would have realized that even he couldn't pull off the kind of spectacles he used to.
I don't think he would be able to get enough money to pull off kind of show that would top his last follies. I think he'd be satisfied to do something like this for the silver screen, because it may not be at his usual level, but the spirit was there.
