There's a lack of climax here, but that doesn't mean the film was shallow. I've found that some war films are "beautiful" ... like slicing through a rock that has a gym inside. It's the choice of slice that matters, even though there are infinite possible slices.
Fey and the ensemble cast deliver a film with explosions, but no spark. And an explosion in silent slow motion is beautiful to watch.
