War on Everyone reminds of the group of mid 90s post Pulp Fiction homage/rip off movies such as 2 Days in the Valley and Things to do in Denver When You're Dead. Those films had the violence, quirky characters and sound tracks but lacked the exuberance, nuance and film knowledge/attention to detail of Tarantino.
A more timely comparison using the same basic formula is that War on Everyone is Shane Black's The Nice Guys running at about 40%.
