If you love horses (who doesn't) you'll love much of this movie just because it's... well, it's about a horse. That's the problem with the movie as well. It's about a horse and it is willing to sacrifice some pretty likable human characters in order to keep the horse going.
Just as Spielberg gave ET lovable human characteristics , he gives Joey, the horse, lovable human characteristics. I'd call it a fantasy more than action or adventure. I enjoyed the story, but I didn't totality buy it.
