"You know what insanity is? Doing the same thing over and over again." Isn't it insane how much the quote truly defines its speaker? Money Never Sleeps does little beyond offering a retread of its predecessor.
Sure, the setting and context is different, but the theme is fundamentally the same thing we got 23 years ago. And when the film does take the time to diverge, it's implausible and contrived.
