It's all good, but the scene where Tim Meadows answers Dewey's questions about marijuana and the hilarious Dylanesque songs (and I love Dylan) are worth the price of admission alone. This is probably not for everyone.
I think you need to be "of a certain age" and love popular music--yet be able to laugh about some of its pretensions--to really understand and enjoy the film.
