"Why does a dog wag its tail?" That's the most important question of this film and the basis for its plot. The answer by one of the characters of the film is: Because the dog is smarter than the tail.
If the tail was smarter, it would wag the dog". It makes sense right, but in the film it happens exactly the contrary. Watch it and along with it you will enjoy Dustin Hoffman's best performance.
