"wag the dog" is one of the most brilliantly written dark comedies I have ever had the privilege of watching. the plot is so ridiculous, but it doesn't feel too far fetched that something like that could actually happen.
the film also benefits from having a cast full of great dedicated and talented actors like robert de niro, woody harrelson, anne heche, and total scene stealer dustin hoffman, who gives one of the best performances of his career, rivaling even his work in "rain man", which was also directed by barry levinson.
