A sleazoid tv exec wants to 'push the envelope' with snuff porn, and falls into an mkultra type op that creates hallucinatory tumors to control individuals and populations through transmissions.
He loses his mind, shoots ppl. Bad stuff is triggered by greedy lusts and depraved tastes, so the movie is suggesting these are a problem when many will happily follow them to hell!
