Don't confuse 'the plot' with 'the human plot'.
The real plot of Valerian has to do with peeling off the many layers of the thousand planet city. Pay attention what takes place beyond the human drama and you'll love this movie.
The human plot is simple and small and we've seen it before. That way, the viewer already knows what they're watching. Not a lot of intrigue in the characters, and that's okay -- you'll have enough to think about just in the visual gags as you watch.
