Everyone has an issue with this movie because it is not as good as "The Fugitive" which sets up the characters in this movie. That is not the point! This movie is meant to focus on Tommy Lee Jones character and his team.
From that view this movie is very good and Robert Downey Jnr is a good addition as the FBI agent / bad guy!
