It's not going to win any awards but it's not a bad effort considering its straight-to-DVD roots. It would have done better if it were independent of the Urban Legends franchise. The low budget only shows itself occasionally (most noticeably in the climactic scene) but it's a generally solid B-movie.
Some scenes managed to creep me out and it has a much better sunbed-based death than Final Destination 3. For horror fans only. Go in with low expectations and be pleasantly surprised.
