Weird Al pretty much defines "wacky," and I would expect nothing less from a film from him. The story isn't great and the acting is bad-mediocre (with the exception of Michael Richard's hilarious portrayal of a man-child janitor), but it doesn't need to be.
The film was essentially a vehicle for a myriad of jokes ranging from slapstick (Mr. Frying Pan!) to parody (Gandhi II) to outright absurd (Wheel of Fish), and they're all funny.
