It's creepy and crazy, like most of Lynch stuff. It's exclusively for fans of the series, as it shows exactly what happened to Laura Palmer, specially her degeneration trajectory. The actress playing her is not very good, but is good enough to understand the character's transformation.
Also, explains other stuff about Killer Bob, the other crazy characters that show up in dreams and the Black Lodge. Ok, only fans can actually understand what I've just written. =P.
