The movie is not all that bad. It's not a decent movie, not by a long shot. But it's not an unwatchable, terrible movie. Does it lack a good plot? Does it have the same ridiculous story, with the same silly military sub plot and copies the three previous movies? Yes, sure.
But does it lack mass-destruction, non-stop action and epic Mark Wahlberg moments? Hell no.
