A miscast, well, cast struggle to make lines like "shut off the Internet" sound plausible - but then their 'characters' are bland mouthpieces spouting ideas and debating theories cut and pasted from various online techno reports.
After a dull first hour things actually improve a bit - and there's a glimpse of a body snatching coulda been movie - but it's mostly misconceived nonsense in love with its own big ideas.
