Wonderfully silly! Originally filmed without sound, the voices were all dubbed in later. Jemaine (no "R" in his name, folks) actually dubbed at least two voices: his own character Action Fighter, and Sam Manu's character Tongan Ninja.
The idea was to replicate those cheesy ninja flicks with awful English dubbing, and the effect was hilarious. Among the highlights was Jemaine's uncanny performance of the opening theme in full-throttle Elvis mode.
A classic of ridiculous brilliance (or brilliant ridiculousness)!
