Hope for insanity and ye shall receive. In some sort of alternate, dystopian Tokyo everyone speaks in rap. We're intoduced to various gangs and how awesome they think they are - except for one gang who just wants everyone to be happy and get along. Mera, a high official in the main gang does not like the leader of the happiness gang for reasons that will either make you laugh, roll your eyes, or commit homicide. Enter a myste rous girl and random kid with mass butt kicking skills, a gang war, and the rest goes as you'd think.
It really is cool, and inventive, thing to watch even for it's insanity and hypersexualization of essentially everyone. Women by far the most and every opportunity to get a shot up our heroine's skirt is taken. Yes we have Mera in a g string and no shirt for most of the film but it just comes off as the male gaze trying way to hard to not be.
Near the end especially it just goes really odd and, frankly, a little sloppy. Great idea, questionable execution.
