If you're craving underwater action look no further than Thunderball. Bond has to stop SPECTRE from holding the world hostage with two stolen nuclear warheads. The bad guys transport the nukes on a mini submarine so there's tons of wet suits and scuba diving going on.
The end fight has probably the most scuba divers battling you will ever see on screen. I can see how people felt this was kind of dissapointing after the awesome Goldfinger but it's still a fun Bond ride.
