The film was a great idea and it hits it's points at times, but some of the side stories with the private investigators were pointless. They were inserted because there wasn't enough substance in the topic to fill a whole hour.
The film did drag on at some points but it's still worth watching if you are interested in the inner workings of the MPAA ratings board and it's members.
