Not surprising at all that this kind of science fiction film would come along from Carpenter. It's basicaly one political satire using aliens and sun glasses which counter an alien race's hypnotizing effect.
Has neat action in it, which is always a plot and a character who we can care about. Not to mention a line which would be used forever on end (bubble-gum/ass line).
