For everything The World is Not Enough does right, it does two things wrong. For instance, it casts Robert Carlyle as the villain and gives Judi Dench's M something to do; however, it also casts Denise Richards as a nuclear scientist.
The action is brisk and there are a couple good set pieces...but the dialogue is largely self-referential and could qualify as spoof scripting. How many times do we have to hear a joke about Bond's love of the ladies? One is arguably too many.
The other major problem is the story. Where exactly it goes and how it gets there is muddled, introducing characters only to further the story. The plot is also too thin to spread over a 2+ hour running time.
