Not bad, but could have been better. This time around we get a terrible Denise Richards as a terrible Bond Girl, and she's also horribly unbelievable as a nuclear weapons expert, and Robert Carlyle as an awesome villain who is impervious to pain. In a lot of ways, he's almost too good for the rest of this movie.

This is a somewhat lacking entry, but I do dig how the plot revolves around the world's oil supply as being vital to a power struggle between two nations. It's just too bad that the script is rather shoddy and that the film comes off as rather blah overall.

I'm giving it some credit, because it is slick, there's some good action set pieces, and there's a nice ensemble cast, and it definitely is watchable, despite its shortcomings, like being bloated, and the aforementioned Richards.
