This is one of the best 007 plots- there was a nice twist with the villain and M was even involved more than just the usual mission briefing scene. Its too bad this was the final movie for Desmond Llewelyn as "Q" but he got a nice exit.
The only complaints I have would be the action sequence with the helicopter with a buzzsaw slicing up a building and the movie's length. It was barely over 2 hours but felt a lot longer than that. Maybe the buzzsaw needed to slice a few pages out of the script.
