The Witch represents the utterly ridiculous notion of religion. No matter how much you beg and plead this "diety" to help you, your calls go unanswered. It makes people sheltered from dealing with the real dangers of the world.
Or...as the Cake song goes......Sheep go to heaven...Goats go to Hell.
