The film takes larger-than-life figures and fits them into a good vs. evi, cops and robbers framework, though that's not the problem - the problem is that there's no attempt by De Palma to inject anything fresh or surprising into the formula.
But I'm adding a star for Costner and Connery (who manage to put real humanity into their roles) and for the Odessa Steps sequence.
