It's German Colonel von Waldheim, who summarizes the plot and his own demise with these last words, "beauty belongs to the man who can appreciate it!" Labiche looks onto a pile of dead bodies and concurs- the man who cannot appreciate the beauty in human life, must not be allowed to keep his own.
Goodbye Colonel! This is a masterpiece.
