If Troma's goal with making movies is to see how low the bar can be set, then more power to them for always succeeding to do so. The Toxic Avenger sets out to do one thing and one thing only, offend the sensibilities of it's audience; well and get good looking girls into as little clothing as possible or less.
It's just what they do, and I guess if you can succeed in going for the low standard, then why bother with anything else. The movie's campy, full of shlocky gore and it's characters are mostly nasty and buffoonish at best.
It's dumb entertainment on a dumb level, yet somehow it just works for Troma.
