So as far as I can tell from this movie, no one in France in the 17th century had a French accent - they were all either British or American, except for Cardinal Richelieu who was German. Interestingly enough, all the prominent people in England at the time also had American accents (because apparently all the English people had moved to Paris).
Gotta love a movie with historical accuracy.
