The first one begged for some continuation, but not this. Dennis Hopper's character is laughable, and the storyline is virtually inexistent. Everything that made the first one great is missing from this installment.
Don't waste your time. The only positive thing about this movie that I can think of is the addition of Chop Top. Bill Moseley does a great job with the character and provides some laughs and psychologically disturbing moments, but his acting alone is not enough to keep the movie afloat.
