A fantastic film delving into a deep and demented world of drugs and dirty cops. This, to me is a modern Noir classic. One of the films that truly shows Val Kilmer's constantly held back ability. Many appearances from known faces such as Danny Trejo and Anthony LaPlagia.
Well worth a watch and own.
