Going by the original story line from the not so funny first film, the wild journey's of Inspector Clouseau, whose comeback in terms of his ranking after the mix-up in the first film keeps the laughs coming all throughout the film.
Lom's loss of mind really starts taking over the theme of the series by this point, adds a new dimensions that benefits the storyline.
