The first half feels like a CIA college story, the second half is pretty neat with its decent share of thrills. However, the movie feels pretty lethargic on a broader level. There is something lacking in the script. May be the dialogues need to be a little more exciting.
Al Pacino's presence does not do any good to the movie.
