Beautifully shot with fight choreography that is both inventive and exciting, but whenever the action stops - which is far too often - the film slows to a dull slog about a complicated power struggle among the elite and common criminals.
When it works, it works - but it's 50 minutes of great in a 2.5 hour movie.
