Personally, I think that this was a lazy sequel. I found that they reused quite a few of the "signature" jokes from the first film, which I find very sad. Also, the love affair between Clouseau and Nicole felt forced and unnecessary. This one also employed more obnoxious and rather distasteful humour, such as a scene where Martin's character dresses up as the pope and falls off his balcony. That's not funny. However, there were some genuinely funny moments.
The first one was better than this one. If you disliked the first one then you'll despise this.
