It's goofy, its offensive, it's racist and for some reason it is extremely funny. It is the ultimate "stoner" comedy. John Leguizamo is given free rein to act like an idiot and showcase off every character in his aresenal.
It would be safe to call him a poor man's Jim Carrey. Lots of goofy laughs in this low brow comedy.
