"The Pebble in the Penguin" is exactly what Gene Siskel labeled it during his review of the film in 1995: a junky children's cartoon feature. The humor is poor, the songs are the kind that itch you push the fast-forward (or stop) button on your remote, the characterization is poor, and even the animation is very poor.
It's shocking to learn that this travesty came from the efforts of Don Bluth, who once upon a time gave us animated features that were quite enthralling.
