Heavy on the politics, low on the action thriller that has some good intentions but never really makes good on any of them.
It's your usual run of the mill post gulf war thriller type stuff, someone has a bunch of weapons of mass destruction and the US comes to the rescue. This time they're sending in George Clooney, who for the most part looks a little bored and his chemistry with the equally mind numbing Nicole Kidman is minimal.
The bad guys are totally forgettable and though the film has an underlying message, it's lost in a quagmire of beauracratic babble, even though there is one moving scene in which the plotters show just why they're trying to blow people up.
A couple of semi-decent action scenes, including a great chase through the streets of New York City, are worth watching but the ultimate result is a hollow one.
