I think the biggest problem is that the writers had no idea what type of horror movie they were making and never really resolved it: it's an ineffective ghost/haunting film, hints at being a film about a mentally ill neighbour, but ends up just being an ineffective implacable serial killer film.

There's also plenty of elements which are introduced, have no effect on the story and then fade away e.g. Martha.
